    Commanded unique unit with combined authorities and responsibilities of training, logistics, engineering, acquisition and operational air station. Led 110 people, 14 aircraft, and managed $700M in a CG-711 and CG-931 jointly charted unit to quickly integrate the newly acquired C-27J into operations. Responsible for airworthiness of the aircraft and crews as well as ground up development and delivery of all tactics, techniques, and procedures (TTP); training and certification of crews; maintenance processes; technical publications; and logistics support. Current and qualified C-27J Instructor Pilot.

    Accomplishments:

    ▪ Created new unit including all financial, personnel and organizational practices in only 2 months. Inspired team to a common vision; maintained exceptional ownership and morale.

    ▪ Reinvigorated 13 C-27J aircraft fleet from deep storage; prepared, tested and operated aircraft, crews, and infrastructure; delivered comprehensive operational solution to active air station and provided sustainment support. Transitioned unit to new aircraft in only 20 months – an astounding 4 years sooner than historical aircraft integration efforts.

    ▪ Devised and employed an innovative performance based pilot qualification course which improved quality while reducing time and costs by over 60%.

    ▪ Initiated international user group from 12 countries operating the C-27J aircraft. Neutralized conflicts and integrated users into a resilient coalition for single voice negotiation producing significant savings for all.

    ▪ Assumed responsibility for all airfield fuel operations at joint base due to Base Realignment And Closure (BRAC). Partnered with Air and Army National Guard, local units, Defense Energy Support Center (DESC) and the State of MA to establish requirements and agreements. Created Air Station Cape Cod’s first Aviation Fuel Farm and testing facility. Project completed on time and budget, successfully met the needs of all agencies.

    ▪ Built and led extraordinarily productive department. Achieved 117% of H60 programmed flight hours and 76.8% HU25 availability (each highest in the CG). Unit earned both Fixed and Rotary Wing Standardization Awards (only unit to do so).

    Accomplishments:

    ▪ Envisioned and built CG’s first large aircraft overhaul facility using no government funding. Completed building, hiring, and staffing in less than one year intentionally achieving diversity of experience, age, and perspective in workforce. Produced the first CG C-130 overhaul on schedule, under budget, and with the best post depo quality rating ever issued.

    ▪ As Program Manager and Contracting Officer’s Rep (COR) wrote requirements and contracts, analyzed proposals, and partnered with international and domestic companies to produce hundreds of millions of dollars in goods and services. Set standards and negotiated complex financial settlements with a range of companies.

    ▪ As Government Flight Representative (GFR) ensured safety and security of all aircraft at commercial facilities. Inspected and made certification decisions on 10 aircraft production and overhaul facilities and dozens of pilots and flight procedures across the United States and Canada in support of HC-130H, C-130J, and HH-65.
